It really depends on the individual flea market and their owners. Where I am, we are each considered a "yard sale" and the extent of the license (or no license at all) is up to the individual vendor. I pay my space rent, keep a minor journal of sales and expenses per week (for my own sense of mind) and just enjoy my hobby.
